I dowloaded the vlc one. it seems the files for vlc and restricted extras of ubuntu 9.10 is same. please verify that.
It would be a great help if u could tell how u generated all the dependencies recursively..
As there may be many other packages which people may to install in offline mode....

why is it that, it is almost impossible to install programes in ubuntu if you are not connected to the internet. it is really a turn off to use linux. please help how can install programs without internet because where i stay there no internet.
You need to get the programs from http://packages.ubuntu.com somehow (from someone or somewhere that has internet) and the dependencies that are required for that program, transfer them to the Ubuntu machine via a USB flash drive or something, and then you can double-click those packages and install them on your Ubuntu machine.
Or, you can use what an earlier poster suggested: http://keryxproject.org/download/
Run it on your target Linux computer so it knows what packages you have; and then run it on the computer that has the Internet connection so it can download the packages and dependencies that you need. These get stored on a flash drive. Then you can run the program on your target Linux computer again to install the software.
I try to treat the cause, not the symptom. I avoid the terminal in instructions, unless it's easier or necessary. My instructions will work within the Ubuntu system, instead of breaking or subverting it. Those are the three guarantees to the helpee.
I really miss a 64bit version for Maverick (10.10).
I'm loading Ubuntu Live every time I want to use my laptop, and it's such a pain to wait EVERY time to download (again and again) the full "restricted extras" pack (my connection is not so fast ).
Do someone own the pack for the 64bit version?
Or maybe could you explain me how to keep the downloaded cache of Synaptic (or Ubuntu Software Center) so I can copy the packages and build an Offline installer.
But I don't even know where the online .deb are downloaded....
I don't feel confortable with keryx... :/

All the downloaded packages are stored in /var/cache/apt/archives once you install codec package then copy all packages from archives folder in to your desired location for future use. However there is a problem in it. Packages like Microsoft font installer needs internet connection to download fonts.
