lincity / lincity-ng (with lincity-ng being the more advanced of the two) are out there. Both are in Dapper Drake's Universe repositories, not sure about Breezy's.

There's even a Linux version of Simcity 3000 available. But it's may hard to get just like all other products from Lokigames.
