I guess it depends what you want. If you want something slightly simpler, have a look at Krita.
Im not a FOSS fundamentalist, but when given the choice, Id still opt to avoid mono where ossible. Embracing it may come back and bite us terribly in the future, so Id rather not chance it. I can understand people like and use docky, but there are plenty of bitmap editors for linux that dont help handing MS a loaded gun against our foreheads.

There is no equally good substitution for GIMP. All other proposed programs have far smaller possibilities than GIMP.
