I can't give an authoritative answer. It seems unlikely, though. However, you should post questions related to 10.04 in the correct forum (Lucid Testing under Development & Programming) in order to get better response.

It's not even in the repositories at the moment, so no.
Don't know how quick the Ubuntu devs are to jump on a new version, and go from 'being used' to 'being the default'.
It's in Debian experimental, so it's conceivable for 10.04 +1, depending on what kind of issues there are that may needed to be sorted out.

If 4.5 was the default compiler then basically every ubuntu package would have to be rebuilt. Compiler major version updates are a huge deal for distros. I wouldn't be surprised if it is still another 2 releases (or more) into the future before 4.5 is the default. lucid+1 may include the package optionally, but definitely not the default. You may find an ubuntu ppa with lucid gcc 4.5 packages sometime in the not to distant future.
