Installing Packages Is Like Rolling A Dice - 64 Bit Ubuntu 9.10

Seriously, guys. Installing packages is like rolling a dice. Every once in a while, one will work completely; but more often then not, something corrupts. It's driving me insane. It happened in Linux Mint 8 as well, and doesn't happen now that I'm on Arch64. Any ideas what is wrong here? I'm wanting to switch back to Ubuntu.

Very odd. I run 2 x64 systems and rarely have any issues.

Is there any chance you are behind a firewall or other form of network filtering that may be blocking access to some of the packages?

I thought about this and looked into it. I am behind a router firewall, but it isn't very powerful. There is no network filtering. Everything works fine in Debian Stable, Arch, and other distros.
