Is Turbo Boost a BIOS or Windows Setting?

Just wondering, because some companies (IE: Lenovo) advertise the turbo Boost speed rather than the actual speed.

I found this on the Intel site. Should be informative.

So basically it's a Dynamic Setting that cannot be set by the user, and relies solely on what programs are using what kind of power.

    From the whitepaper:
It is possible for BIOS to contain a set-up option to enable or disable Intel Turbo Boost technology and it operates under operating system (OS) control by engaging when the OS requests the highest performance satete (P0)
So it can be enabled/disabled by the user, via the BIOS, if the vendor choses to have it in the BIOS as an option.

Then I better get an i7 with a base speed of over 2 GHz to get the best possible environment, as I've heard iffy things with turbo boost and linux.
