I just Googled that. The article said that 90% of users do not need it, so why install it by default and make the OS larger and more complicated?
It is easy enough to install for anyone who needs it.
That was their thought process.

It makes sense, but it's dissapointing because I use it.
It does make sense. It just needs to be installed.
It's one click away so no big deal really.

If you can't afford to loose it, if you don't know how to get it back: back it up.
Just like anything that isn't installed by default in Ubuntu that you may use, you can install your...install. Yes.
GIMP is not "gone" it is just not included in the default install CDs. If it will save space I do not mind keeping debs of it on my flash drive to distribute to my friends.
