Go to ....System->Administration -> Login Window. you can change the loin screen,
Try this python script: GDM2 Configuration Tool
or run the theme manager as user gdm:
or set the theme in gconf editor:Code:sudo -u gdm dbus-launch gnome-appearance-properties
edit the value of the /desktop/gnome/interface/gtk_theme keyCode:sudo -u gdm dbus-launch gconf-editor

That is no longer true for 9.10 I'm afraid. Due to a new GDM older themes and config utilities are no longer compatible.
Far as I know you should still be able to change the background image for the login (they are found here: /usr/share/images/xsplash)
