internet stutters

i installed ubuntu9.10........and i configured the internet settings(i modified the /etc/network/interfaces file to accomodate my ip,subnet mask,and default gateway settings) and it is connecting to the internet..........but the internet works way too slow,even when i am updating the system,it kinda gets stuck for real long....and then resumes....i.e it works intermittently...the same goes with firefox...as webpages take ages to load.i m behind a proxy server,and i have configured firefox accordingly and also set the proxy in system>preferences>proxy settings(this one for updates and synaptic).
the internet works like a breeze on windows 7 installed side by side....
how do i fix this???

same problem here,I've been triing to figure it out to no avail yet,will keep you posted.
