New Computer Won't Start

I've recently bought an Arima HDAMA Motherboard. I've got the appropriate Ram, processors, and power supply but the computer won't start. When press the power button the fans start running and the lights on the motherboard light up but the computer doesn't go into the bios (the monitor remains black). I'm really not sure what the problem could be. Everything apears to be perfectly in place.

Any ideas?

Did you get a new power supply? If its that 160watt dell trying to run dual opterons from a different thread, that is not going to work-
