As far as what can run on 64MB, I am not really sure. I haven't ran anything with that little memory in a very long time. I am sure someone else could answer that one better.Minimum system requirements
You need 192 MB RAM to run the Live CD or 128 MB RAM to install. The Alternate Install CD only requires you to have 64 MB RAM at install time.
To install Xubuntu, you need 2.0 GB of free space on your hard disk.
Once installed, Xubuntu can run with starting from 192 (or even just 128 ) MB RAM, but it is strongly recommended to have at least 256 MB RAM.
So which Linux OS will work well on a laptop with just 64MB RAM?

you could probably install it and run it without a desktop with 64mb ram, but i would suggest something lighter.
snowpine suggested DSL, that would probably be your best bet
