Arrows and boxes Paint.Net/Snagit alternatives

Hey. I want a program to edit screen captures created by KSnapshot.

Requirements:
1. It must be easy to add rounded boxes and splined arrows to the image. Highlighting would be nice too.
2. Reasonably fast startup times.
3. Saves as PNG.
4. Not GIMP.

Any ideas?

5. Qt or GTK based. No Motiff or bare-X11, please

Krita? Karbon14 (for SVGs)?

Krita - no arrow tool as far as I can see.
Karbon14 - I asked for raster editor.

What about OpenOffice Draw or even OpenOffice Write?

What's wrong with SVG, which also cuts out Inkscape and Xara!

Other than that and Kolour Paint I'm at a loss. Maybe KOffice, though I haven't fooled around with that enough to know what it is capable of.
