    A random guess:

    Run it as administrator?

Are you using Vista perhaps? If so right click the icon before you run it and select "run as administrator".

I know it is your own laptop but Vista (and maybe windows 7) changed security.

Okay, you are using XP, then my idea won't work. There is definitely a permissions issue in the log, but I've never used wubi so I am unfamiliar with the way it works.

I found some assistance here and more over here. Read through the threads, they have some ideas to help

    Re: Permission denied: u'C:\\ubuntu\\install\\ubuntu-9.10-desktop-i386.iso'

Try downloading the Ubuntu disc image yourself, burning it to disc and running the Wubi installer from the disc. It will then be accessing the CD, not Windows' C: drive.

Better yet, burn the disc, boot up from it and install Ubuntu as a dual-boot from there; it will avoid all the limitations of the Wubi install. Just make sure you back up all your data first, because it involves (non-destructively) repartitioning your hard drive. I say "non-destructively", but in reality any partitioning operation can go wrong.
I try to treat the cause, not the symptom. I avoid the terminal in instructions, unless it's easier or necessary. My instructions will work within the Ubuntu system, instead of breaking or subverting it. Those are the three guarantees to the helpee.

You can also manually modify user permissions by right clicking the .iso and selecting properties. Click the "security tab" and you can add a group called "everyone" and select all permissions minus full control and that should allow the application to access the file.

However, I tend to agree with 3rdalbum in that burning the cd would be more appropriate in this situation.
