I am having a similar issue, except Alt-Shift-Tab works, but Alt-Shift doesn't. I have it set in gconf editor, and under system>keyboard settings>navigation. I can't get it to work at all. Has anyone ran into this?

Hi Balthazar_Droid - I am currently not using Gnome Shell, so unfortunately I cannot help you. I recently did a clean install of Ubuntu Oneiric 11.10, and I haven't grown tired of Unity yet - but if I do, I will try Gnome Shell again.
I'm using Mint 11, so I only have Gnome Shell from PPA, but see if installing the Shell extension Window Navigator helps. You'll have to use gnome-tweak-tool to enable it, then restart the shell.
reset the unity profile* with CCSM or via terminal:
unity --reset
and reset gnome-shell.
*Save your current unity profile before reset, if you want to save your changes.
Doesn't have much sense, but it solved my problem.

I know this is an old thread, but I just came here from a Google search and thought I'd help out anyone else who did the same.
This has to be set in System Settings > Keyboard > Shortcuts > Navigation > Switch applications
Ubuntu disables this by default so that it doesn't conflict with Unity window switching, I assume.
