That is 100% a hoax. Microsoft would not and will NEVER contribute to the Open Source community. Not to mention the humorous background of the site, also.

couple of reasons this is fake
1. Half the links dont work, which microsoft would check and maintain
2. The design is very weak, microsoft would not produce something so eye hurting, they would want people to buy, not leave the site
3. There are swear-words on the site, that would get Microsoft in trouble, as it doesnt have a warning
