You should be able to find it under Settings->System Settings or under System Settings if it is in your favorites. Once inside of System Settings, go into Keyboard & Mouse and you should be able to set up your media keys under Global Keyboard Shortcuts and select the appropriate KDE component.

I am not for sure about the mouse though.

I don't want to set up keys for just certain applications, I want them to work system-wide. Also, getting the media buttons on the mouse working is much more important.

I've been searching for a while now and everything I find either doesn't work or apply to me, the distro, or the hardware. Why can't get them working??! This is the keyboard and mouse I have: http://www.amazon.com/Microsoft-Wire.../dp/B000H14IDC
