Probably because like a lot of Sun products, it doesn't have a GPL license. It uses a CDDL license

Yes, it is true it only has a dual licence GPL and CDDL
    https://glassfish.dev.java.net/public/CDDL+GPL.html
however, in ubuntu 9.04 there was support for glassfish v2.1 and now that I upgraded I found no package.
Still, I agree that SUN has many economical interests (from my point of view) and the only reason it opens some of its software is to make profit.
The comunity of developers is not so willing "to give" as with true open software developers. I am a student and I have to do a project with Glassfish, J2EE, Hibernate and Spring, and always I google for some information I need, I costs me much more work to find what I am looking for than if I was looking for help about Django, Symfony or even GWT.
Keep it Django!!! when I finish this project I will do so
