I am frustrated as hell because I can't change my cursor to a custom one. Under appearance->theme it doesn't install any themes when I click install. I'm confused as hell on converting a cur file to a png.

Do you have a theme you're trying to install or are you trying to create your own?
There are cursor themes at http://www.gnome-look.org/index.php?xcontentmode=36.
You should be able to drag and drop cursor themes onto the appearance window to install them, if that doesn't work you can extract the themes into ~/.icons.
Oh and you can open a .cur file with Gimp by renaming the extension to .ico.

If I could shoot myself in the foot I would. I just figured out how.
The problem I have is I can change the cursor but it is only changed on program windows and then reverts when I move to the desktop or taskbar.
I would love to be able to fix that.

This problem has been since I first installed Jaunty.
It's not a major problem and I'm not terribly worried about it... Just annoying.
