I think it depends upon the protocol. If the protocol doesn't support it yet, then obviously you can't send the file. What protocol are you using?

same problem. i have ubuntu12.4 on my net book and ubuntu 11.10 on pc. ican send file from pc but send file option in my netbook aspireone is disabled.
