Need help building geany 0.17 from source

I have an older version via add/remove but i would like to get this current newer version. My bash skills is mediocre so i would like to get step by step commands so I build it from source.

The first thing to do is to make sure you have build-essential installed. Build-essential is in the repositories. Since you didn't link to the the file, all I can suggest is once you have extracted the file, there should be a readme or install file included, have a look at those.
