9.04 Distro upgrade hangs

In attempting to run 8.10-9.04 distribution upgrade the upgrade has stopped with the following message in the terminal:

debconf: unable to initialize frontend: Gnome
debconf: (DISPLAY problem?)
debconf: falling back to frontend: Dialog

It has been in this state for the last 20 minutes and I am weary of killing the upgrade process with CTRL-C.
Any suggestions would be appreciated. Thanks
