How do I set up a caching server?

We have very low bandwidth down here in South Africa and need a way to compensate for the lag-times. The only thing I can think of is to set up some sort of caching server on my host machine so that pages which are used frequently do not have to be continually downloaded or reloaded via the service provider. This would really help with Youtube, where you might want to watch a video tomorrow, after struggling for 45 minutes to an hour to get it to download completely.

How does one go about doing this with Hardy desktop?

What you are describing is a Proxy server. This guide shows you how to install one in Hardy. https://help.ubuntu.com/8.04/serverguide/C/squid.html
