changing default operating system not working!!

hello, I read the guides on how to change the default start-up operating system from ubuntu to windows xp using the terminal. I opened the menu.1st file with this command:
    gksudo gedit /boot/grub/menu.lst

but the file that opens is empty!!!!

is there anything I have to do before I can see the contents of that file?
or is there another way to change the boot order for operating systems??
    thanks to all who answer

In gksudo gedit /boot/grub/menu.lst the .lst is an "l" not a 1.
