audio settings management (alsa-utils) is disabled now (checked 2 PCs)

Menu System>> administration >> services

Should it be so ?

Yes, it should be shown as disabled. The /etc/init.d/alsa-utils script is invoked via a udev rule. You should not invoke the initscript explicitly in a runlevel with the start argument.

Yes, please report the bug if reproducible using my PPA package.

I have to say only rhythmbox is causing issues i ve got choppy sound at the beginning of others sounds applications but after 10 sec. my sound is correct.

Ok i remenber now it's maybe not a bug....I was testing the other day my USB sound card and i changed the playback stream output for rhythmbox to RTP Muticast sink..
That's why i ve disconnected my USB sound card and i had not the correct ouput. Took me two days to find out...
