Unhappy Synaptic not showing the packages available for installation

Sir I have installed the ubuntu 8.10
and I am trying to load softwares but the synaptic is not showing the packages available on the net.

Last time I had used ubuntu, on typing compiz synaptic was showing all the other available softwares not the installed one only. But this time it is showing the installed ones only not the packages available to install.

I am not being able to install emerald theme manager, simple compiz desktop settings and all please help me out.

System:-Core2Duo, 2GB RAM, 160GB SATA HD, Nvidia 7100GS
Installed Intrepid, but Ubuntu developer please make your CD reading program more powerful, as itrepid creates problem of I/O a lot.
