Looks like one I used for 8.06, Try searching for Darkglass or Blacklight those sound familiar. Sorry I cant be of more help.
This is possibly the Theme 'Slickness Black 0.9' or very similar to it.
Go to: http://www.gnome-look.org
Click on the GTK 2.x category on the left, and then choose 'The Most Downloads' tab. Click to the 2nd or 3rd page and it should be there.
I'm familiar with this because this is the default theme for PCLOS Gnome 2008, which I have used a bit.
I hope I hit the right one - like I said, the one I'm talking about may just be similar to what you're actually looking for.

Thanks for the replies, however these are similar to the theme, but not quite. I particularly liked the way the theme's menu item fade from black to a glowing blue like. If anyone else has any ideas, I'd sure like to hear them! thanks
I don't remember the name but i saw it on gnome-look
I know that with the Slickness Theme, you have to have the Black-White Style 2 icon theme installed and the GTK+ Theme Engine or it will not look right. I know that installed correctly, it has the glowing menus.
Also there's the 'Extreme' theme on Gnome-look; it has the glowing menu as well.
