    Angry apt-cacher restart on disconnect

i am using apt-cacher-1.5.3 on ubuntu 8.04 as a central cache for our LAN. it usually works perfectly but when internet connection resets (because of ISP problems) it won't retry downloading deb files, so clients will wait forever for apt-cacher to complete download. apt-get resend it requests periodically but it seems apt-cacher do not retry downloading the paused file.
so download of partly downloaded files never become complete. i should restart apt-cacher service (and killing some apt-cacher processes that wasn't killed correctly). and manually delete the partly downloaded file from cache of apt-cacher in /var/cache/apt-cache/packages then clients could re-send the request to download file, then apt-cacher will redownload the whole file.

is there any way to tell to apt-cacher to retry partially downloaded files after a timeout? or any other solution that could resolve this problem?
