    GCC and g++ are very popular (g++ is part of gcc though). Installing this package will give you all the basic tools you need:

    Yes, g++ is the most popular C++ compiler in linux and is very powerfull, But if you mean best IDE, I recommend Anjuta for c/c++ developpment on GNOME. Pretty environment and support for very GUI libraries such as GTK and GTKmm. Some people like Code::Blocks and NetBeans. Also there are simpler IDEs like Geany and CodeLite.
