I have a Compaq mini 110 as well, and it runs ubuntu 12.04 quite happily, so there's no reason to assume it wouldn't run 12.10 as well. Just haven't gotten to the point to upgrade yet.
If you want it to be very responsive, you might want to have a look at Lubuntu 12.10, which I recently installed on an older laptop and was quite impressed with.
BTW: that 1GB max is not entirely true, mine has 2.

I have a laptop almost same configuration as you. I am using Ubuntu 12.04. Ubuntu 12.04 and 12.10 can run easily on your system, but in my opinion Lubuntu is the best option for you (using this your PC will be much faster than Ubuntu), otherwise you can try Xubuntu as second option.

Whether or not Ubuntu is the "best" distribution is a question that cannot be answered. It is certainly among the top 10.

I run Lubuntu 12.10 on an old Laptop with a 600MHz Pentium M, 500 MB, 128 MB graphics and a 35 GB HDD. It is surprisingly responsive, and can handle about four concurrent major apps before starting to go to swap, at which point, unfortunately, it is almost unusable. The biggest pig was the web browser until I started using links2 which is absolutely lean and mean, if you can live without flash, java and cookies.
Your system should be able to run any of the flavours, although Lubuntu will be most responsive. It's up to you whether you want the new Unity desktop (Unity), XFCE (Xubuntu) or LXDE (Lubuntu) in descending order of resource usage.

You should give Bodhi Linux 2.1 a look. It is based on Ubuntu 12.04 and uses the Enlightenment 17, which is a window manager and desktop shell rolled in one -- and not nearly as heavy as a full-blown DE.
