I did a fresh install of Xubuntu 12.10 Beta 2 plus updates earlier this afternoon. I just installed and have the weather applet working fine.

My XFCE session has a working weather applet which was installed via the goodies package.

mine works fine, if yuo upgraded from 12.04 you may need to re-add it to the panel
it has changed since the xfce 4.10 repo for precise and it is 5 times better, you know cause it shows 5 times the info
