Only users in the admin group can perform updates, in addition only updates for currently installed software will be installed without prompting for a password, If new additional software must be installed then a password will be prompted for.

If after reading that faq you still think it's a bad idea for your environment, you can disable the behavior per the faq's instructions.
I wanted to point out, Ubuntu by default provides only security patches, no new features, so updating isn't all that risky. If you have unsupported repositories that you don't trust, then read the purposed updates and don't select them for updating during the update process as you would normally.
