Thanks! That's what the problem was, apparently. The 'Banner' line was commented out. When I uncommented it, it printed the contents of /etc/issue.net. I changed the line to 'Banner /etc/motd',...

It's still Intrepid Ibex, it just uses a desktop environment called XCFE instead of the default Gnome desktop environment. You can download it here: http://www.xubuntu.org/get#intrepid

That's correct. I used Xubuntu on a laptop with similar limitations, and it performed very well. I'd definitely recommend it for low-end PCs!
