Open your file manager and navigate to the location where the file is. Right Click on the file, select "Properties", move to the Permissions-tab and mark the checkbox that says "executable".
Try this:
sudo apt-get install compizconfig-settings-manager
Navigate to:
System -> Preferences -> CompizConfig Settings Manager
There, select "Enhanced Desktop Zoom" and check the key bindings.

and search for amsn. You can install it from there, then.
