I had similar issues when installing kubuntu on a secondary box.
I rebooted to failsafe graphics, removed fglrx, booted to kubuntu and reactivated fglrx and it has worked fine since.

Another reason you may not see it is that you have automatic login enabled. If so, disable it (in your user account settings)temporarily to get the login menu after you reboot. Or just log out...
