linux files usually don't NEED an extension, sometimes one is used to indicate the type of file (.so == shared object (for example))
on the panel (the bar) right click where the menu should go. Then pick "Add to panel". Find the "Menu bar" entry and hit add. The menu should appear. Enjoy.
