You could try the following:
Create the file /etc/X11/xorg.conf.d/20-intel.conf and then paste this into it
Section "Device"
Identifier "Intel Graphics"
Driver "intel"
Option ...
The file you should be installing is xserver-xorg-video-glamoregl. On my system, it was already installed.
It's not a KDE bug, it's a Mesa bug which surfaced when the kernel was updated.
Did you try an older kernel? If you've already tried it and it still doesn't work then it's probably not the same...
