Our government is using linux in schools and its not that much expensive coz no corporation is providing support, our teachers and staff support it aand there is a lot of users (1.6 million per year)...

Linux is used in schools (Kerala, India http://maps.google.com/?ie=UTF8&ll=10.077037,74.619141&spn=7.361241,16.907959&z=7 ) upto 10th Standard and over 1.6 million students per Year.

I am thinking about buying a laptop with a graphics card and around 15" of screen real estate, but with a plethora of options and most of them forcing windows...

May be you should try CAIRO Dock, its pretty cool, I think. and if you had already tried it, is osx better than that ??????????/
