Here's the thing:

I'm running an e17 session on my Ubuntu Lucid installation; everything fine and all, but I need to use GNOME panel which causes me the little problem of not "closing well"...

In general terms it's typing

sudo apt-get intall application-name
in a Terminal window.

If want a more graphical thing go to "System -> Administration -> Synaptic".
