    Okay, just tried the February 6th daily build and this problem was fixed. My guess is that the linux-restricted-modules packages for Herd 3 was busted.

    You can in KDE. In System Settings > Keyboard and Mouse > Keyboard Shortcuts, just set whatever shortcuts you want to "Switch to Next Desktop" and "Switch to Previous Desktop".
