Do you mean restart? You don't have to restart nightly, bi-monthly would be overkill! If you mean reset the OS to a fresh install state, the quickest way I know of would be via disk cloning or images.

Go for 64 bit, on my system it's proven to be much more stable then a 32bit install, I don't notice any speed differences. I too have not seen ubuntu use over a 1024MB of ram.
The scopes are bad, it's sad to see them inside your OS. But I turn off the online search and don't have to look at them. But in order to have any privacy online, you have to in fact not get online...
I would personally wipe your drive and reinstall with 13.10, from what I have seen online it's a 50/50 chance things will work after an upgrade. Something don't sound right with what happened to you.
