I have several html files which have sections divided into chapters thus:

As you say, there is nothing obviously wrong.

I don't use a mail client anymore on my pc\laptop - it's more convenient to log in via the web - but I might give it a try.

I had internet connectivity problems with 9.10 and only resolved them by reverting to 9.04.

There are numerous posts about internet problems with 9.10 - it looks like there is a real bug...

You can turn on or turn off Internet connectivity simply by right-clicking on the "connection" icon somewhere on the right of the top tool-bar.

I had exactly the same problem and only solved it by reverting back to 9.04.
