I found the Exim user support email list... sent inquiry there, and learned something about Exim's Address rewriting rules. They expect to operate on a full email address, not a partial string match....
Well I tracked down finally the difference between the test VM and the real server. Someone suggested I run:
exim -bP
And compare the output.
That revealed the critical difference:
So I have made some progress.
In a test VM I have the rewrite rules working I believe correctly.
Steps I did:
sudo nano /etc/exim4/update-exim4.conf.conf

Well, I just noticed my 20.04.2 systems jumped kernel package version numbers also since nvidia 470 and VirtualBox resumed working....
Before my systems were on 5.8 series kernel versions.... now...
I got daring and also updated my laptop. Yes, I needed to purge off VirtualBox, reinstall it. After all the updates and purge / reinstall, VirtualBox resumed working.
Just applying the patches,...
Strainge..... now the nvidia 470 drivers cleanly install and finally work.
I have not yet purged off the prior kernel.... rather "left everything alone how Synaptic updated the system" and left me...

Here is the results of purging off VirtualBox, IPL, then reinstalling the latest package of VirtualBox again....
$ sudo dpkg -i virtualbox-6.1_6.1.26-145957~Ubuntu~eoan_amd64.deb

Same way all updates.... received the update notification, exited it, opened Synaptic, and applied the needed updates with that tool.
So that automatic update replaced nvidia 465 drivers...
