@craig10x: The easiest way is just download the Google Earth 32bit version and install using gdebi. Worked great on my 13.10 64bit.

Thanks for the info. That was driving me crazy. One thing I've discovered is that this problem exists only in the 64 bit flavor. gksu works like it should out of the box in the 32 bit spin.
Might it be hardware related? Using unity-tweak-tool works for me in setting whatever level of transparency is desired.
Yep, 3 more days to go. Just reinstalled using the 4/22/13 daily to move back to 64 bit from 32 bit. Purrs like a kitten.
