personally i would change the notifications system to xfce4-notifyd, and the window manager to xfwm4 (its still light). the rest can be configured from within the given GUI - panel placement, size...

i remember someone having the same problem, just uninstall "espeak" if you dont need any speech synthesizer features on your system, i also had a similar issue and did the same.
if you dont get a fix, you could use that workaround by adding it as a startup application. you create a new startup entry, and add the restart command to the application command.
