I have the 9800GT and I had the exact same problem at first. But after installing Ubuntu 8.10 with the alternate install iso it suddenly popped up, everything works perfectly. I suggest you try that....

Could be your graphics drivers, have you installed proprietary drivers?
Both Apache and PHP are in the repositories, you can find the packages easily using Synaptic Package Manager. Dunno about the drums ;)

sudo gedit /boot/grub/menu.lst
And manually move the Vista part up over the Ubuntu ones. Make sure you get all the lines in the right places.
Checkout what form you can get the BIOS in, if you get can get the files themselves isn't it simply an issue of booting them off a disc? Your BIOS could have options to help you out in that.
Try out 8.04 if it's a problem with 8.10, alot of people still use 8.04.
I'm afraid you have to figure that out yourself. They can be from outside the processor, from inside the processor, from the motherboard, from hard drives, GPU, outside GPU and so on. Check them out...
