to create user and his home directory

Die-hard ubuntuites don't like it, but with the following command, one makes a root passwd
sudo passwd root
since you asked.
sudo apt-get remove (pkg-name)
sudo apt-get remove --purge (pkg-name)
First command removes the package only
Second removes both package and its configuration files
