Hi had this problem for quite some time and thought it was solved but the sessions just dont stay solved. Another day/boot and it back to being broken. I dont know the right words. Windows dont close...

I got no such file or directory to that command. OK i used ctrl + alt + f2 then rm -rf-panel .cache/sessions then ctrl + alt + f7...then i reboot as at first there is no change and a reboot changes...
