The good news is the install of skype-ubuntu_4.0.0.8-1_i386.deb did the trick. Skype video is back. Apparently skype-ubuntu_2.2.0.35-1_i386.deb will not work...

I had problems with the IBM Softcopy reader, and I eventually fixed them.

This worked for me. As an extra measure put the ip address of your firewall or nat in the /etc/hosts.allow file like this:
