    It has been a long time since I used GIMP with a raw plugin, but yes it sounds about right. There is no "reading" the raw file, you need to have a specialized software doing an initial conversion...

    Python and GTK+ should be the most straightforward way to put a solid GUI on something. You can have GUI elements in shellscripts but that can get messy very quickly.
