I just tested to set set up tor and when running it from Vidalia you need to own the /var/run/tor directory: chown user /var/run/tor
...and then set it to permissions 700: chmod 700 /var/run/tor
So you need to fix permissions on /etc/tor folder, I'm not sure to what, but try
chmod -R +x /etc/tor
